Mr. Doyle is the founder of Capitol Airspace Group. He was an air traffic control chief in the United States Army. Since then, he has supported and advocated for over 2,000 projects through the complex aviation review process.
Mr. Anderson is the Chief Operating Officer of Capitol Airspace Group, coordinating our analytical, advocacy, and spectrum teams to support over 500 projects per month. Mr. Anderson has expertise in airspace design and mitigation. He graduated from Embry-Riddle University with a Master’s Degree in Air Traffic Management.

Ms. Hicks is the Chief Financial officer at Capitol Airspace Group. She is a Certified Professional Accountant with over 10 years of experience in financial leadership, accounting, and strategic planning across technology and data analytics sectors.
Tim Connolly
Chief Technology Officer
Mr. Connolly is the Chief Technology Officer at Capitol Airspace Group. He is an FAA-certified pilot with expertise in Terminal Instrument Procedures and its International equivalent, PANS-OPS, as the FAA process for obstruction evaluation.
Ms. Brennan is the Chief of Staff at Capitol Airspace Group. She is a skilled professional with expertise in managing complex and growing organizations.
Mr. Underwood is the Director of Military Programs at Capitol Airspace Group. Mr. Underwood has expertise in navigating the DoD Mission Compatibility Review Process, GIS, and identifying civilian airspace mitigations. After graduating from the US Military Academy at West Point, he was an Army OH-58 helicopter pilot.
Mr. Scott is the Director of FAA Programs at Capitol Airspace Group. He has expertise in the FAA Obstruction Evaluation Process, Terminal Instrument Procedures (TERPS) and GIS. Mr. Scott graduated from Embry-Riddle Aeronautical University with a Bachelor of Science in Air Traffic Management and a Master of Science in Aeronautics.
Wesley Williamson
Director – Analytical Team
Mr. Williamson is the Director of Airspace and GIS Analysis at Capitol Airspace group. As such, he manages the people and products of the analytical team, including obstruction evaluations, traffic flow studies, microwave path analysis, glint and glare studies, and mitigation analysis. Mr. Williamson originally joined Capitol Airspace in 2019 as an Airspace/GIS analyst, specializing in obstruction evaluation, airspace analysis, and mitigation studies. He progressed through roles on the analytical team including as a senior analyst, the training supervisor, and the obstruction evaluation product lead before assuming his current role in 2022
Ms. Cavell is a broadcast industry expert who specializes in television facility technical design and operation, broadcast engineering, systems and workflow evaluation, and microwave systems. Ms. Cavell received the AWRT/SBE 2007 Outstanding Female Broadcast Engineer award, the 2015 TV NewsCheck Women in Technology Leadership Award and the 2019 NAB Engineering Achievement Award for Television. At Capitol Airspace Group, she developed our new Communication System Interference Analysis report which studies impacts on AM/FM radio, TV, Land Mobile Radio, and Communication Towers (including cellular).

ForgeSolar is a leading solar glare analysis software platform, helping developers, airports, and regulators evaluate the potential impacts of reflected sunlight from solar energy projects. Built on the award-winning Solar Glare Hazard Analysis Tool (SGHAT) developed by Sandia National Laboratories, ForgeSolar’s toolset delivers industry-standard glare hazard analysis for aviation, transportation, and military applications. ForgeSolar results are routinely submitted to the FAA and regulatory agencies worldwide as part of project permitting and review.
ForgeSolar is led by Cianan Sims, a co-inventor of SGHAT during his time at Sandia National Laboratories. He founded Sims Industries, LLC d/b/a ForgeSolar in 2016.
Spohnheimer Consulting is a specialized airspace systems engineering firm delivering advanced technical solutions for the National Airspace System (NAS). Founded in 2005, the firm brings together highly experienced engineers with decades of Federal Aviation Administration (FAA) expertise in airspace design, navigation systems, and communications infrastructure.
Spohnheimer Consulting provides FAA airspace consulting services including system design, performance analysis, troubleshooting, and technical training. They also specialize in FAA Form 7460 evaluations and resolving complex airspace compatibility issues, with deep expertise in NAVAIDs and aviation communications systems.
The firm is led by Nelson Spohnheimer, who spent over 30 years as a leading navigation engineer at the FAA.
